HERSTMONCEUX PARISH COUNCILMinutes of Herstmonceux Parish Council held at 7.30pm on Monday 20th March 2006 at the Village Hall, Herstmonceux.
Present: Councillors J Angear, J Bingham, J Crittenden, J Crouch, M Goodsell, D Gordon, W Gower and B Naish.
The Vice-Chairman, Councillor Crouch chaired the meeting.
Also present were three members of the public.
Mr Goacher, the RFO and Mrs J McInnes, the clerk were in attendance.06.26 APOLOGIES FOR ABSENCE
Apologies were received and accepted from Councillors D Goldman, F Preedy and J Tate; Mr W Bentley, and Mr R Thomas. East Sussex County Councillors.
06.27 MINUTES
The minutes of the meeting held on 20th February 2006 have been circulated.
It was then resolved that the minutes be approved, adopted and signed as the correct record, proposed by Councillor Bingham, seconded by Councillor Goodsell.
06.28 MATTERS ARISING FROM MINUTES
F & G P Meeting – item 4 Notice Board in Windmill Hill. Councillor Naish informed the Council that there was no room for a notice board on the wall near the Post Office. The clerk will order a new board to be erected on the existing concrete posts as resolved at the February F & G P Meeting.

06.30 FINANCIAL OFFICERS REPORT AND ACCOUNTS FOR PAYMENT
The meeting having been presented with the Payment of Account Report and accompanying vouchers, authorised expenditure totalling £3,009.09 (copy attached) proposed by Councillor Crittenden, seconded by Councillor Gordon. It was resolved that the grant of £1,500 to the Information Centre must be approved by the F & G P Committee before payment; proposed by Councillor Angear, seconded by Councillor Gower, all councillors in favour.

Clerk is working on compiling documents for the application.

Correspondence
1. ESCC Tree Warden Programme and newsletter. Forwarded to Councillor Goodsell.
2. ESCC informing the Council that funding is available for the Parish Maintenance Team for 2006. And asking if the Council wishes to take part in the scheme this year. Copied to Councillor Bingham. The Council agreed that it wishes to take part in the scheme and suggested that the work requested should be the installation of a bench at Cowbeech triangle to replace the damaged one and the repair of the stile at footpath 51A, Cowbeech.
3. ESCC Copy of the draft Regulation Order for the proposed reduction in speed limit in Cowbeech.
4. ESCC notification of the adoption of the East Sussex and Brighton and Hove Waste Local plan.
5. Mr C Baker expressing concern at the rubbish on the path from Victoria Road to Church Road after hedge cutting had taken place. Photographs supplied of rubbish on the path. Copied to Councillor Gower.
6. Mrs J Woodcock expressing concern at the rubbish on the path from Victoria Road to Church Road, which caused three punctures to her mobility buggy. Mrs Woodcock’s concerns have been noted and the landowner contacted to request that debris is cleared at the time of hedge cutting to prevent a recurrence of the problem.
7. Mr P Holman – response to the Council’s letter concerning the South East in Bloom Competition 2006. Copied to Mr Creasey.
8. Dr A Goldman informing the Council that the parish website has been submitted to the Villages on-line web site.
9. Mr I Stewart requesting the date of the next council election, expressing concern at the state of some footpaths in the parish, requesting information on the decisions on the proposed traffic calming and asking why the Parish Bulletin only contains details of planning applications. Copied to all councillors. The Council notes the comments on footpaths and the bulletin. A copy of the traffic calming proposals, the conclusions of ESCC on the consultation process and a copy of the Council Minute on the Council’s decisions on the traffic calming proposals, from the February Council Meeting were sent to Mr Stewart.
10. Mr R Swanwick – expressing concern at the Council’s decisions and decision making process in respect of the traffic calming proposals for Herstmonceux. Copied to all councillors. A copy of the traffic calming proposals, the conclusions of ESCC on the consultation process and a copy of the Council Minute on the Council’s decisions on the traffic calming proposals, from the February Council Meeting were sent to Mr Swanwick.
11. Mr L Keeley – expressing concern at the Council’s decisions and decision making process in respect of the traffic calming proposals for Herstmonceux. Copied to all councillors. A copy of the traffic calming proposals, the conclusions of ESCC on the consultation process and a copy of the Council Minute on the Council’s decisions on the traffic calming proposals, from the February Council Meeting were sent to Mr Keeley.
12. Mr and Mrs J Ford – informing the Council that the land on which the Village Hall is built was given to the Parish Council as custodian trustee. The Council notes the comments.
13. WDC copy of consultation document from the ODPM on devolving power to Local Government. Comments by 31.03.06. Copied to all councillors. The Council did not wish to comment on document.
14. WDC Forward Plan of Key Decisions.
15. WDC agenda and reports for meeting on 22.02.06.
16. WDC re Electric Blanket Testing – venue Herstmonceux Fire Station on 3.10.06 from 10 – 12.
17. WDC form for commercial waste collection from Recreation Ground. Forwarded to Mr Goacher.
18. WDC informing the Council of changes to Electoral law currently going through the parliamentary process.
19. WDC minutes of the Development Control south Sub-committee Meeting 2.03.06.
20. WDC Ms N Levett – informing the Council that progress is being made re the replacement light adjacent to Old Trug Shop House. Copied to Councillor Bingham.
21. WDC Ms N Seeney – asking the Council to look at an alternative site for the recycling bins, as there has been another complaint. The Council has no suggestions for an alternative site.
22. WDC details of the Town and Parish Clerk’s Seminar on 10.07.06.
23. WDC Open Spaces strategy questionnaires. To be completed by 31.03.06 and 21.04.06. Clerk will complete.
24. WDC invitation to the launch of the new role of Neighbourhood Specialist Constable in Wealden; 10.30am on 27.03.06 at the Civic Centre, Uckfield. Councillor Gordon will attend.
25. AiRS – entry form the Calor Village of the Year Competition. The Council agreed to enter the competition.

Correspondence
1. Details of Sussex Heritage Trust Awards.
2. NALC – details of gratuities and new taxation regime for Pension Scheme from 2006. Copied to Mr Goacher.
3. Dr A Goldman – informing the Council of a new website Sussex On-line Parish Clerks.
4. Mr Timms – expressing concern at the work being carried in Squirrel Wood and on the field opposite to Coopers Croft. (Land owned by Mr Daniels.) Agricultural Determination was granted in 2001. The complaint has been referred to WDC Enforcement Officers. WDC has informed the Council that permission was granted for road to access site.
5. Mr Mills – asking the Council to support the application WD/2006/0464/F Oast House, Windmill Hill to convert the club into a private house.
6. AiRS re the Council’s support for Village Food Plans. The village clusters have now been formed and meetings are to be held immediately after Easter. The Council is asked to supply convenient dates. Councillor Angear will attend.
7. Mr Creasey – with information that the National Neighbourhood Watch is to be closed.
8. Windmill Hill Post Office – informing the council that it was the victim of another burglary on 03.06.
9. ESCC – details of the application at Tarmac Topblock, Ninfield for a recycling centre for road planings. Details forwarded to Councillor Gower. Mr McInnes will attend the meeting and report to the Council. 21.03.06 – report circulated to all councillors and a letter of objection was sent to ESCC expressing the Council’s concerns at the application.
10. Ninfield Parish Council – copy of site meeting in respect of application for recycling centre at Tarmac Topblock. Copied to Councillor Gower.
11. Mr B Naish – letter from Herstmonceux Village Hall Management Committee (VHMC) in respect of the lease negotiations between the Council and VHMC. Copied by Mr Naish to all councillors.

Parish Council Comments to Wealden District Council: The Council objects to this application:· The proposed bungalow is too large for the site.
· The windows at the rear overlook the adjoining properties.
· As the existing property has no vehicle access, the Council has concerns about the introduction of an access.

Herstmonceux Castle – Friends of East Sussex Record Office have an appeal to raise £8,000 to save an album of paintings and two plans of Herstmonceux Castle. Donations should be sent to East Sussex County Records Office.
Tree Warden – nothing to report.
Emergency Plan – nothing to report.
Ground Committee – the Bowls Club have requested permission to extend their boundary by approximately six feet towards the children’s play area for a new shed. It was suggested that it should be located further from the children’s play area. Councillor Crouch will discuss proposal with Bowls Club.
Street Lighting – no problems reported.
Highways – no problems reported.
Parish Plan – no report this month.
Youth and Young People – Councillor Gordon has contacted the chairman of the youth committee to inform them about the proposed film about Herstmonceux.
Information Centre – report circulated.
South East In Bloom – nothing to report.
ESCC Councillors – Mr Bentley arrived late after attending the meeting in Ninfield about the Tarmac Topblock application.
He informed the Council that the application for a community grant for the MUGA all-weather pitch has been turned down.
WDC Councillor – no report.
F & GP – report circulated to councillors.
Discussions on lease between the Council and Herstmonceux Village Hall Committee – a letter from Mr B Naish, Chairman of the Hall committee was circulated to all councillors. It was agreed to discuss the letter at an Extraordinary Meeting on 11.04.06.
It was resolved to accept the F & G P minutes, proposed by Councillor Bingham, seconded by Councillor Goodsell. All councillors in favour.
