HERSTMONCEUX PARISH COUNCILMinutes of Herstmonceux Parish Council held at 7.30pm on Monday 18th October 2004 at the Village Hall, Herstmonceux.
Present: Councillors Mrs J Angear, J H Bingham, Mrs J Crittenden, Dr D Goldman, M Goodsell, D Gordon, W Gower, B Naish, Miss F Preedy and J Tate.
Also present were three members of the public.
Mr Goacher, the Responsible Financial Officer and Mrs J McInnes, the clerk were in attendance.04.129 APOLOGIES FOR ABSENCE
Apologies were received from Mr Crouch who was on holiday and Mr Thomas, East Sussex County Councillor who was unwell.
04.130 MINUTES
Correction to 04.127 Reports
F & G P Report Miss Preedy wished to have it recorded that she had proposed a donation to the Windmill Hill Windmill Trust but this proposal was not supported by the Council.
Village Hall Miss Preedy proposed that advice should be sought from NALC in respect of the lease with Herstmonceux Village Hall, Mr Crouch seconded the motion.
The minutes of the meeting held on Monday 20th September 2004 have been circulated.
It was then resolved that the corrected minutes be approved, adopted and signed as the correct record, proposed by Mr Bingham, seconded by Mrs Crittenden.04.131 MATTERS ARISING FROM MINUTES
04.113 re Christmas lights and presents from the Extravaganza Committee it was proposed by Mr Bingham and seconded by Mr Tate that the presents in the three years and under age group should be given to the playgroup and the remaining presents in the four to eight year age group should be given the school. All councillors in favour. Mr Goodsell will put up the lights in the village but enquiries need to be made as to where each set of lights was connected to the electricity supply. The clerk will contact appropriate householders contacted to confirm that they are happy to provide this service again.
04.132 FINANCIAL OFFICERS REPORTS AND ACCOUNTS FOR PAYMENT
The meeting having been presented with the Payment of Account Report and accompanying vouchers, authorised expenditure totalling £ 2074.28 [copy held by Parish Clerk] proposed by Miss Preedy, seconded by Mr Bingham.
04.133 ESTIMATES
The RFO informed the Council that the Estimates had been prepared to reflect the Parish Councils committee structure and individual committee reports had been distributed to Committee Chairman for comment. The detail of the estimates are to be discussed throughout the November cycle of committee meetings and the Finance & General Purposes Committee will be formulating a recommendation for the level of the 2005 / 2006 precept to be levied, which will be presented at the November Parish Council meeting.

04.136 DOCTORS SURGERY
The Council received the following email from Mr May at the Primary Care Trust: I will be writing formally concerning the rental issue on the potential new build for the surgery, but I can confirm that the PCT has made formal application (as it needs to do) for the likely rental costs of the new surgery, and will be making funds available to cover that rental, on a valuation agreed with the District Valuer, which we anticipate to be at £35,000 per year.
A following summary of draft Parish Plan proposals was circulated to all councillors:
The Parish Plan Committee is currently investigating the following proposals, all of which have support from residents the Plan will include evidence of this support taken from the survey.
Some of the action points are not new, but are areas in which the Parish Council or residents are already working hard. They are included to support, applaud and extend their efforts and to ensure that the community is as fully informed as possible of all that is being done.
Before the proposals are formally presented to the Parish Council for adoption we expect to add:
- information on the relevant authorities who will have to be consulted, permission sought etc
- an estimate of cost and possible sources of funding
- a probable time scale.
Action point 1 below gives a full illustration of what each section might look like.
The Parish Plan Committee would be grateful for an indication of the likelihood of their acceptance prior to the expense of printing the plan.
Traffic, Parking and Public Transport

Traffic is the subject, which causes the most concern throughout the parish.
When asked if they were worried by traffic and speeding cars, 79% answered yes. Furthermore, of the 230 residents who specified the single most important topic in the survey, 44% cited traffic and parkingover three times more than any other individual issue. This was also reflected in the youth survey where 58% listed traffic as their major concern. Particular problems are felt to exist for road users with special requirements, especially wheel chairs users (23%); there appears to be less difficulty for cyclists (18%), users of buggies and pushchairs (16%) and horse riders (15%).

2 The Parish Council is recommended to make traffic calming a matter of priority, to co-operate in the investigation commissioned by ESCC into traffic calming in Herstmonceux; to urge that its recommendations are funded and activated; to ensure that any solutions do not displace the problems to elsewhere in the parish.
3 The Parish Council is recommended to oppose the introduction of yellow lines in Gardner Street.
4 The Parish Council is recommended to urge ESCC to create a pedestrian refuge on the A271 at Windmill Hill near the junction with Victoria Road.

9 The Parish Plan Committee will inform the local bus companies of the areas in which their services are found wanting by residents and it is recommended that the Parish Council lobbies them to improve the service.Planning
10 The Parish Council is recommended to adopt the following planning policies:
- to oppose any future development that lacks adequate parking provision
- to support a small development of affordable housing, but otherwise to oppose greater density, especially any building in AONB
- to develop the doctors surgery
- to support for the appropriate development of the Isaac Newton Telescope as an Arts Centre or science / educational facility
- to support for the provision of an all-weather pitch.

11 It is recommended that a free "Youth Day" is held in the village hall showcasing all the available activities.
12 It is recommended that the Parish Council nominate a councillor to take an active role in matters concerning children and youngsters.
13 It is recommended that the current parish Directory is expanded to include footpaths, walks and local attractions.

22 Information about relevant survey results will be forwarded to: the police, the priest in charge, the Fire Brigade, mobile library service, clubs / societies which are not reaching their potential membership, Wartling Parish Council in support of the development of the Isaac Newton Telescope as an Arts Centre or science / educational facility.After discussion the Council indicated that it would accept these proposals with the following changes: item six the reference to relocating the bins to the Village Hall should be deleted and item ten the Parish Council would support the planning policies in principle.

- WDC Housing is the Council interested in suggesting names for the development on the Trug shop site. A name is needed for the flats and for the cottages. It was proposed by Mrs Angear and seconded by Mr Tate that the flats should be called the Old Trug Shop and the cottages Thomas Smith Cottages. All councillors in favour.
- Mr Sharpe, Dacre Road requesting an additional street light at the junction of Dacre Road/Fiennes Road.
04.140 REPORTS
Ground Committee
Another Wheelie Bin has arrived, plastic again, so how long will it last?
Mr Pashler told Jim there is no charge for replacements but Simon has been told otherwise. It seems more likely that we will be charged in future.
Jim has enquired about using a skip as an alternative. Most companies are not interested and any damage would be our responsibility. A minimum repaint would cost £150.00. Also the maximum time they would leave a skip before collection is one month - 'the cheapest option would be a front loader which is emptied on site costing at least £50.00 per month, So this does not seem a viable alternative.
If we continue to have vandalism problems maybe we could lock the bin away eg. in the cricket equipment shed and fill it from the other bins on the ground putting it out only on collection days? Councillors thought that this would be impractical and bin could still be damaged when it is left out each week for collection.
Jim has spoken to Will Freeman re litter clearing and he is to let us know how much time he has spent on clearing up to now so we can calculate a donation to the Skate Park fund.
The repairs to the handrail and the erection of the net at the old playgrounds awaits repairs to Bill's loader and Mick's arm!!!
R.0.S.P.A. have made some minor, non urgent recommendations after inspecting the children's playground and these will be dealt with in due course.
Wicksteed have sent us a guide to the disability discrimination act relating to outdoor play areas. Access to the playground is as good as we can make it. If and when we decide to add any equipment to the area we should make sure it is disability friendly.Street Lighting Victory Path out and reported to ESCC.
Highways a number of the pavements in the parish have been resurfaced including the section from opposite Lime Cross Nurseries to Herstmonceux.

6.10.04 The recommendation that a subscription of £35 be made to FWAG was defeated by a majority vote as FWAG was not considered to a local charity.
A proposal that the policy of only supporting local charities or national charities with local benefits to residents was also applied to subscriptions was agreed by a majority vote.
7.10.4 - Miss Preedy proposed that the council should take out a subscription for the CPRE newsletter. There was no seconder for this proposal.
10.10.04 Mrs Angear informed the Council that in future WDC Waste Management Department would be responsible for the provision and replacement of bins in the village as they are emptied by WDC.Footpaths nothing to report.
School Governor no report.
Village Hall Mr Naish Declared an Interest as a signatory to the lease and Mrs Angear and Mr Gower withdrew from the meeting as they both Declared Prejudicial Interest as Trustees of the Village Hall.
The letter from Action in Rural Sussex was circulated to all councillors, together with a letter from the Management Committee of Herstmonceux Village Hall in response to the Councils letter of 22.0904. The clerk will contact Mr Stewart to look at Village Hall papers; documents will be sent to NALC for advice as agreed at the Council Meeting on 20.09.04Emergency Planning Mr Tate will take over as temporary chairman of Emergency Planning Committee from Miss Preedy whilst her mother is unwell.

A positive declaration of the value of the Community Support Officer Scheme. It showed "we are staying" and was visible and reactive to local needs. Should the officers not be at Council meetings?
His main proposal, generally welcomed by the meeting, was to establish quarterly meetings with the Crime and Disorder Unit and the Association. The purpose would be to extend communication channels and identify patterns of behaviour.
These meetings to be: funded by the Police; chaired by Senior Officers; closed meetings; town and parish Council reps. attending and the scheme to be linked to the Parish Plans. He noted that the Police would lead in prioritising targets, but Councils would input the 4/5 manageable targets each meeting.
It was agreed that a draft of the ideas would be circulated. Operational timetable 12-18 months.
Other comments:
a. NALC would be hearing a proposal for "little magistrates courts for anti-social behaviour (fixed penalties, no criminal records).
b. Trialled fixed penalties Hailsham: tried, now being assessed.
c. Councils might consider sub-committee/police liaison. Hailsham and Polegate already?
d. It was expected that Quality Parish Councils would have privileged access to police data.
2 Car Parking Charges
Financial shortfall £1M next two years: Charges perhaps least worst solution? The Select Committee would be next meeting on 29th October.
There was much, generally unfavourable, discussion; e.g. Re business losses, displaced parking problems, lack of rural transport, yellow lines. Other councils had abandoned charges.
Other Business:
a No change in subscriptions.

Minutes of the Finance and General Purposes Committee held on Wednesday 6th October 2004 at the Village Hall, Hailsham Road, Herstmonceux
Present: Councillors J. Bingham, Mrs J. Crittenden, J. Crouch, and Dr D. Goldman.

The meeting was taken by S. Goacher, RFO in the absence of The ClerkFGP.1.10.04 - Declarations of Interests: Councillor Mrs J. Crittenden - Traffic Calming A271. Councillor Dr D. Goldman - Hailsham Citizens Advice Bureau.
FGP.2.10.04 - Traffic Calming - A271: The East Sussex County Council informed the Parish Council that the A271 through Herstmonceux was now top priority of sites for future traffic calming investigations. Following a meeting between the ESCC and members of Herstmonceux Parish Plan Committee, the ESCC have recognised that it would be advantageous to combine all efforts on this matter. Various options had been put forward such as the building out of the pavements to narrow the highway and make it safer for pedestrians. The meeting agreed that this was of importance and in light of the various options that were available, that the Clerk is asked to contact a representative from ESCC to attend the November Finance & General Purposes Committee meeting to discuss the matter and a way forward. It should be noted that an invitation will be extended to all Parish Councillors to attend for this item.
FGP.3.10.04 - Common Land: Correspondence from Mr & Mrs Norman of Cowbeech, and Gregory Barker, MP on Registration of Common Land had been received. The Clerk is asked to circulate copies to Councillors so that the matter can be discussed at a further F&GP meeting. The ESCC had informed the Parish Council that application had been received to register land within the Wealden District as a town or village green pursuant to the Commons Registration Act 1965 and the Commons Registration (New Land) Regulations 1969. The Clerk was asked to display the appropriate notices on the parish noticeboards and in the Village Hall, as required.
FGP.4.10.04 - Herstmonceux Village Hall: A letter had been received from Action in Rural Sussex confirming various aspects of the Parish Council's possible actions as regards the lease with the Village Hall Trustees, and outlining possible ways forward. The meeting felt that the contents of the letter should be considered, in conjunction with any other legal advice sought. The Clerk was in the process of making available to the Trustee, Mr Ian Stewart, documentation requested in respect of Parish Council minutes.
Mr Thomas, East Sussex County Councillor has asked to be kept informed of the progress of the discussions.FGP.5.10.04 - Hailsham Citizens Advice Bureau: A letter acknowledging the awarding of a Parish Council's recent Grant had been received from the Hailsham Citizens Advice Bureau. It was noted that the Crowborough, Hailsham, and Uckfield Bureaux are to merge as from 1st April 2005.
FGP.6.10.04 - Farming and Wildlife Advisory Group Limited (FWAG): A letter had been received from FWAG regarding the annual subscription for the period October 2004 to September 2005, in the sum off £35 per annum. Councillor Bingham stated that FWAG was an organisation that supported local farmers and provided a lot of advice on environmental issues. The meeting RESOLVED to recommend that the subscription of £35 be paid for the ensuing year.
FGP.7.10.04 - Campaign to Protect Rural England (CPRE): A letter had been received from CPRE regarding the annual subscription for the period October 2004 to September 2005, in the suggested sum of £25 per annum. The RFO stated that this sum had been included in the annual estimates. The meeting acknowledged that CPRE undertakes a lot of work within the local countryside and RESOLVED to recommend that the subscription of £25 be paid for the ensuing year.
FGP.8.10.04 - Parish Plan Proposals: Councillor Dr Goldman circulated a paper on which she had set out a summary of the proposals that had arisen from the Parish Plan Committee. Dr Goldman stated that the Parish Plan has to publish the committee's findings/proposals and circulate these to all households within the parish. It was not the intention of the committee to issue proposals which the Parish Council could not in anyway support or could carry out. It was therefore suggested that a summary of these proposals should be distributed amongst Parish Councillors and have this discussed and agreed, prior to general publication. The meeting unanimously agreed and asks the Clerk to distribute this summary together with the October Parish Council meeting papers. [see Minute 04.137]
FGP.9.10.04 - Recreation Ground - New Refuse Bin: Councillor Crouch reported that a new refuse bin had been delivered, by Wealden District Council, to the recreation ground. Councillor Crouch and the RFO reported that Wealden had agreed not to charge for the last refuse bin, destroyed by fire, but that this is not the normal procedure and the Parish Council will be charged for any bin destroyed in future. This has produced a savings of £135.
FGP. 10.10.04 - Litter Bin: Councillor Dr Goldman informed the meeting that the ESCC had agreed to supply a lid for the litter bin in Gardener Street, free of charge.
FGP.11.10.04 - Disability Act: Councillor Dr Goldman had received documentation regarding playground equipment for disabled children from Wicksteed Leisure Ltd. This had prompted the wider implications of the Act to property owned by the Parish Council. Access to the Herstmonceux Doctor's Surgery, recreation ground, and Lime Park were all discussed in this context, and Councillors present would investigate and identify any potential problems.
