HERSTMONCEUX PARISH COUNCIL

Minutes of Herstmonceux Parish Council held at 7.00pm on Monday 21st March 2005 at the Village Hall, Herstmonceux.

Present: Councillors Mrs J Angear, J H Bingham, Mrs J Crittenden, J Crouch, Dr D Goldman, M Goodsell, D Gordon, W Gower, B Naish, Miss F Preedy and J Tate.

Also present were Mr R Thomas, East Sussex County Councillor and Mr A Long, Wealden District Councillor.

Mr S Goacher, the Responsible Financial Officer and Mrs J McInnes, the clerk were in attendance.

05.14 APOLOGIES FOR ABSENCE

None.

05.15 MINUTES

The minutes of the meeting held on 21st February 2005 have been circulated.

It was then resolved that the minutes be approved, adopted and signed as the correct record, proposed by Mr Crouch, seconded by Mrs Crittenden.

05.16 MATTERS ARISING FROM MINUTES

04.177 F & G P Highways Report – reference the speed limit in Cowbeech. Dr Goldman contacted Mr Banks in December 2004 but the Council has not yet received a response. The clerk will contact the Highways Department. The enquiry has been passed to Mr P Smart at ESCC – he apologises for the delay in responding as a result of pressure of work. He assures the Council that the speed limit at the site will be implemented but cannot give a date. The council will receive a formal response in the near future. – Dr Goldman will contact Mr Smart again as no formal response has been received.

05.06 Planning – Old builers Yard, West End, Herstmonceux – Mr Long, Wealden District Councillor has made a site visit. A new application in respect of this site is expected.

05.11 Clerk’s Report item 6 – Mr Gower was unable to attend the speed Management Conference at Uckfield due to bad weather.

05.11 Clerk’s Report item 16 – the RFO is still awaiting a response from the insurance company reference the Gardeners C application to tidying the area near the bus shelter adjacent to the new village green.

05.12 F & G P Report – reference the Youth Day – a meeting will be held at Mrs Tate’s house on 30.03.05 to discuss this event.

05.12 Street Lighting – orange lens in street lamps have not been replaced.

05.17 FINANCIAL OFFICERS REPORT AND ACCOUNTS FOR PAYMENT

The meeting having been presented with the Payment of Account Report and accompanying vouchers, authorised expenditure totalling £2266.33 (copy attached) proposed by Miss Preedy, seconded by Mr Gower.

05.18 DECLARATIONS OF INTEREST

05.17 Financial Officers Report and Accounts for payment Dr Goldman declared a Prejudicial Interest and left room in respect of payment item number 100656 to her husband, Dr Arnold Goldman.

Mr Goodsell in respect of work on Recreation Ground.

Description: Addition to bungalow.
Parish Council Comments to Wealden District Council: No objection. The Council feels that this addition is in keeping with the existing property.

Location: Barn Cottage, Church Road, Herstmonceux.
Description: Proposed driveway, turning area and parking area.
Parish Council Comments to Wealden District Council: No objection.
Application: WD/05/0436/F

Applicant: Mrs Jarrett.
Location: 1 Elm Cottages, Windmill Hill.
Description: Proposed oil tank.
Parish Council Comments to Wealden District Council: No objection.

Application: WD/04/01246/F
Applicant: J W Stratton
Location: Former Works (Blanshard Products Ltd) including Fairseat, West End, Herstmonceux.
Description: Proposed demolition of the existing industrial buildings and redevelopment with seven new houses (together with their garages and Parking) and a new rear garden, garage and car space for Fairseat. Plus change of use only for Fairseat to one dwelling. Amended plan showing minor realignment of access to Monceux Road approximately 3m to SE of location on previously shown drawing.
Parish Council Comments to Wealden District Council: No objection to the change of access. The Council repeats its concerns about the flint wall between the site and 6 Sussex Place. It considers that this wall must be retained at all costs and the Council feels that it is worthy of a Preservation Order. The owner of the 6 Sussex Place supports this view.

Planning Consents – Notification from Wealden District Council

  1. WD/03/2038/LB Sundial Restaurant, Gardner Street, Herstmonceux – proposed change of restaurant to two dwellings. Mr Long expressed concern that the Council had not been correctly consulted in respect of conditions applied to this consent. He will investigate the matter and contact the clerk.
  2. WD/04/2500/F Coopers Croft Cattery, Nursery and Garden Centre, New Road, Herstmonceux – additional runs to cattery, re-siting of reception, kitchen, sluice and isolation facilities.
  3. WD/04/3073/F Higham Farm, Gardner Street, Herstmonceux – conversion of outbuilding to form offices with some minor external alterations.

Planning consents – Notification from Wealden District Council

  1. WD/04/3163/F 6 Fiennes Raod, Herstmonceux – proposed alterations and loft conversion.

Correspondence

WDC informing Council that the following applications will be considered at the Development Control South Committee Meeting on 3.03.05:

  1. WD/04/2845/F The Old Stable Yard, Bemzells Lane Cowbeech – three bedroom detached house. Mr Long informed Council that a decision on this application had been deferred.
  2. WD/04/3170/FE Brent Farm, Lower Road, Herstmonceux - renewal of planning permission WD/02/2431/FR for retention of caravan for occupation by the applicants and their 12 year old daughter. Mrs Fuller is disabled. Mr Fuller is an agricultural worker who also raises stock on their land. Mr Long informed Council that permission had been granted by WDC for five years.
  3. WD/0412822/F Woodcote Farm, Cowbeech - proposed re-use of one former poultry barn to three Bl units and one B8 unit. Mr Long informed Council that a decision on this application had been deferred.
  4. Survey of Planning Enforcement Questionnaire from Mr Whibley WDC – completed by Planning Committee and returned to Mr Whibley.

It was proposed by Miss Preedy to accept the recommendations of the Planning Committee, seconded by Mrs Crittenden. All councillors in favour.

05.20 DOCTORS SURGERY

Nothing further to report. The clerk will contact Mr May for more information.

05.21 PARISH PLAN

A working group of Mrs Angear, Mrs Crittenden and Miss Preedy will oversee the implementation of the Parish Plan.

05.23 CLERK’S REPORT

Part one - Correspondence

  1. WDC reference land adjacent to Oak Croft, Under Road, Herstmonceux – response from Planning Enforcement after site visit. Response noted. Councillors expressed concern that adjoining properties to Oak Croft had caravans on their land. The clerk will contact the Planning Department.
  2. WDC informing the Council that the weekly list of planning applications will be available by email from 1.04.05.
  3. WDC timetable of forthcoming meetings.
  4. WDC from to complete in respect of the emptying of the commercial bin on the Recreation Ground. RFO will sign papers and return to WDC.
  5. WDC reference development at Old Trug Shop site – there has been some problems with builders but new ones have been appointed and scheme is nearing completion. The one bedroom ground floor unit will be available soon and details of anyone in the parish who requires disabled accommodation should be forwarded to WDC. Councillors would like to view properties.
  6. WDC details of Budget 2005/6 and Medium Term Financial Strategy to March 2008.
  7. WDC Forward Plan of Key Decisions.
  8. WDC details of Town and Parish Clerks Seminar 3.06.05.
  9. WDC Planning – thanking Council for their response to draft review of Wealden Local Plan.
  10. Wealden Association of Local Councils minutes of meeting on 16.02.05. Copied to Dr Goldman and Mr Gordon.
  11. Environment Agency – older people flood risk awareness campaign leaflets. Passed to Emergency Plan Committee.
  12. Sussex Police – dates of Police Authority Consultation Meetings. Copied to Mr Creasey.
  13. Sarah Walsh trying to obtain information about a H M Rickett formerly of Fairfield Herstmonceux.
  14. Standards Board Consultation Process on Code of Conduct – deadline 17.06.05. Papers circulated to members of F & G P Committee for consideration at April F & G P Meeting.
  15. A W Gore, licensed property agents – details of the transfer of the Justices Licence to Mr and Mrs I Hanks in respect of the Brewers Arms, Herstmonceux.
  16. Mr Baker – expressing concerns at the rubbish left on the path after the hedges were trimmed between Victoria Road and Herstmonceux. I have spoken to Mr Baker to apologise for the delay in responding and he informed me that the problem was resolved quickly.
  17. Mrs Wicks repeating her concerns at the poor state of the pavements in the Ridgeway. Copied to Mr Gower and Mrs Wicks has been informed that matter is in hand.
  18. Hidden Britain Project – expressing interest in developing project in local area. To be considered at F & G P Meeting.
  19. Hellingly Parish Council – asking for support for a proposal to have an advisory sign for HGV’s at the Boship roundabout directing traffic via the A22 and A27 to Bexhill and Hastings. Hellingly Council also wish to know whether Herstmonceux Council would be interested in joining with other councils in forming a cluster group to share information and action on matters of common interest. To be considered at April F & G P Meeting.
  20. Dr Arnold Goldman asking the council whether it wishes to put the uncorrected minutes or the corrected minutes on the website. At the moment the minutes, as circulated to councillors are on the website with any corrections noted in the next month’s minutes. Councillors decided that the uncorrected minutes should go onto the website with clear indication that any corrections will be shown the following month.
  21. Defra and DTI supporting the use of broadband in rural communities.
  22. CPRE asking the Council to reconsider their membership of CPRE. It was proposed to reconsider this membership at the August meeting.
  23. SALC informing the Council that Jacqui Simes has joined SALC as Mr Leggo’s assistant.
  24. Mr Norburn, clerk to Writtle in Essex asking for a copy of the council’s byelaws.
  25. Sandra Collins – expressing concern at the Council’s planning decision in relation to Woodcote Farm, Cowbeech.
  26. Home Office request for help in survey of burial grounds.
  27. Victim Support requesting a donation. Referrred to F & G P.
  28. FWAG information on Environmental Stewardship.
  29. Mrs Woodcock expressing concern about a car parked outside Field Cottage. Passed to PCSO Ben at Parish Meeting.

05.24 REPORTS

Finance and General Purpose – a confidential meeting was held on 9.03.05 to discuss the NALC response to Council’s letter concerning the lease between the Parish Council and the Village Hall Management Committee. Further clarification of some points is needed and more details will be given to councillors at the April Council Meeting.

Footpaths - no report.

School Governor no report.

Village Hall – no report.

Wealden Association of Local Councils – report circulated to all councillors..

Neighbourhood Watch – report given at Annual parish Meeting..

Herstmonceux Castle Liaison - no report.

Tree Warden – Leylandii hedge at Woolpack is very overgrown. Clerk will contact owners and ask them to cut it back.

Mr Lulham informed the council that he is no longer able to continue as Tree Warden as he is no longer driving and it is too difficult for him to get round the parish. The Chairman thanked Mr Lulham for his advice and work in the parish.

Ground Committee –no report.

Ground sub-committee – the Council was advised that the amount of the grant for the All-weather pitch on the Recreation Ground was £88,000 and not £66,000 as reported in the local newspaper.

Street Lighting

Highways – a bollard at the junction of Squirrel Lane and Old Road has been knocked over.
